Samahang Manggagawang Pilipino - National Alliance of Teachers and Office Workers
The SMP-NATOW is primarily a federation, seeking benefits and improved working conditions for its members. It is also an organization deeply committed in improving the quality of the schools at all levels. At the same time, the SMP-NATOW is a social force working with other unions, associations and strategic partners to improve the quality of life of every Filipino.
Recognized as the country's pioneer teachers' organization, SMP-NATOW was organized under the able leadership of Ka Cipriano Cid in 1970 to protect and serve teachers and allied workers in the Philippines. Thus, in 1978 it successfully lobbied for the inclusion of teachers and allied workers in the coverage of the 1975 Labor Code of the Philippines thus granting them the right to self-organization, SMP-NATOW again stood its ground when the said right was threatened by the Private Education Code which became the Education Act of 1982. In 1979, SMP-NATOW, together with other teachers' organization in Southeast Asia, founded the ASEAN Council of Teachers. In 1989, the federation called the attention of the Congress of the Philippines to include teachers and allied workers in the coverage of RA 6727 or the Wage Rationalization Act. In the same year, SMP-NATOW became affiliated as an independent federation with the Trade Union Congress of the Philippines (TUCP). In 1993, it became affiliated with Education International, the global union of teachers. From its humble beginning up to the present, SMP-NATOW continues to seek better wages and working terms and conditions to all teachers and allied workers through its various activities.
In solidarity with all labor organizations, nationally and internationally, SMP-NATOW envisions to be the leading academic labor federation serving and promoting the social, economic, educational, and political interest of its members.
Through education, negotiation, representation, mobilization, linkages, and legal process permissible, SMP-NATOW aims to bring and promote better quality and condition of life to every knowledge worker and stakeholders in education.
- uplift the living conditions of teachers and office workers and promote dignity of work;
- equip members with essential trainings for collective bargaining and other necessary skills;
- establish solidarity among teachers and education workers through organizing unions in the private sector; and
- create a harmonious working environment by bridging the gap between the employer and employees through negotiations.
